Krylon states this UV Spray is not designed to go directly on top of a decoupage medium. Use the Krylon Crystal Clear Triple-thick Glaze on the decoupage, and then use the Krylon UV Resistant Clear over that.

From the reviews, I hear it has a terrible smell when you are spraying it, but I don't know if that smell is recurrent when it is hit by direct sun.

According to Krylon, this is only recommended for use on: wood, metal, wicker, plastic, glass, plaster, ceramic, paper, paper mache, and dried / silk flowers. I'm not sure how it would work on rocks but it doesn't hurt to try.
